Personal Introduction of Mr. Yang Jingcai
Mr. Yang Jincai, born in October 1959, who has bachelor degree, is the Honorary Academician of European Academy of Sciences Arts and Letters(EASAL), the visiting professor of Beihang University and the National Precision Agriculture Aviation Center, the distinguished professor of China People’s Police University. He is also the president and editor-in-chief of China Public Safety Magazine, the chairman of Shenzhen UAV Industry Association, World UAV Federation, International Aviation Security Association, Shenzhen Security Industry Association as well as Asia Pacific Security Association China Chapter, President of National UAV Association Cooperative and Mutual Aid Alliance, and the founder of the Global Security Alliance.
In 2015, Mr. Yang founded Shenzhen UAV Industry Association, published 12 drone standards such as UAV General Technical Requirements, etc. He has written China UAV Development Report, Shenzhen UAV Development Report and other papers with a total of more than 400,000 words.
In 2016, Mr. Yang founded the World UAV Federation (WUAVF) at Hong Kong. In the past few years, he has visited industry organizations and well-known enterprises from over 36 countries and regions, and has delivered 21 speeches. Since the establishment of WUAVF, for only three years though, more than 20 countries including the United States and countries from Europe, Asia, Africa and South America have applied to join and established a branch office locally.
Since 2015, Mr. Yang has been organizing the annual event-Shenzhen International UAV Expo and four sessions has been successfully held, each of which covered an exhibition area of 15,000 square meters.
Since 2017, Mr. Yang has been holding Drone World Congress which relevant domestic industry authorities, ICAO, International Unmanned Systems Association, the heads of over 40 national and international industry associations from the United States, the European Union, Russia, South Korea, Japan, etc. as well as the experts from the governmental aviation administration attended, where fifteen academicians from the Chinese Academy of Sciences, Chinese Academy of Engineering as well as European Academy of Sciences Arts and Letters (EASAL) were invited and delivered keynote speeches. Meanwhile, commercial and cultural counselors from consulates of 21 countries in Guangzhou, and leaders from domestic and international key aviation research institutes, drone enterprises as well as other drone application agencies participated as well. More than 30 speeches were held by 300 experts, scholars, and corporate leaders to promote the innovation of the UAV industry in Shenzhen, China and the World.
Now, the Security and UAV industry organizations founded by Mr. Yang have both developed into world-renowned industry organizations, and the exhibition also held by him has become one of the largest professional exhibitions on security and UAV in the world. As an industry platform, the association has become a communicational bridge between industries, governments, domestic and internaitional enterprises, scientific research institutions, academic societies as well as international organizations.

Major Deeds
Mr. Yang began to work in security prevention area in 1982. He has successively established Shenzhen Security Industry Association, the China Public Security Magazine, and the Global Security Alliance, who promotes China’s security to the world and makes domestic security industries exposed to friendly and cooperative relations with 53 countries and regions creating a new situation of global security.
In 1993, Mr. Yang founded the Security Science Magazine – China Public Safety, which till now has published 327 issues and become the most influential security media in China and even the world. He has published more than 30 papers about Public Security, Smart Transport, Smart City, UAV, Artificial Intelligence, etc. In 2004, he jointly invented an ITS Command Sign and won the second prize of National Science and Technology Award. In 2012, he won the Global Security Media Contribution Award given by Panasonic’s in Japan.
In 2007, Mr. Yang advocated to set up the Global Security Alliance which has become an internationally renowned industry organization after ten-year development. At present, as a great contributor to the global public security, Mr. Yang has established strategic cooperation with industry organizations from 53 countries and regions and industry medias from over 20 countries.
Establishment of International Public Safety Exhibitions and the China Security Forum
Since 1989, Mr. Yang has held the world’s largest CPSE Expo (China International Social Public Safety Expo) which takes place every two years and has been successfully held for 17 times so far, serving more than 20,000 enterprises from over a hundred countries and regions in the world.
In 2001, Mr. Yang established the China Security Forum which is the most influential forum in China’s security industry and has been held for 15 times. He has also successively hosted and undertaken enormous numbers of major events domestically as well as internationally, such as the Asian Anti-counterfeiting Association Annual Meeting, International Security Summit Forum, Global Biometrics Conference, Security Entrepreneur Roundtable Meeting, International Symposium on Security Eod Technology, Smart City Summit, etc.
In recent years, a great amount of money and equipment has been donated, whose value exceeds 23 million yuan, by Mr. Yang personally and the enterprises organized by him, to poor students, poor families at poor areas, including the long-term financial aid provided for more than 20 students who hope to pursue more education.
Awards
In 2014, he won the Outstanding Talents Award of Futian District, Shenzhen. Apart from these, he also won the Global Security Contribution Award in 2015, Shenzhen Social Organization Top Ten Meritorious Person Award in 2017 and China’s Security Most Influencial Forty People in Forty Years of Reform and Opening Up Award in 2018.
